How do you raise a lot of money?

A friend of mine and I worked out a business plan that requires an investment up front of 250 million. It's in the Banking sector. I know all the reasons why you cannot / should not start such a business etc etc etc...

But just assuming we could - how would we go about raising a quarter of a billion dollars? Any ideas?
